I was working on my project, everything imported fine, edited, exported. Then when I went to address corrections from the client, the .Mp4 files linked perfectly, but the .MTS files absolutely will not.
I've read and attempted the steps in the following thread: Troubleshooting linking and importing errors with MTS and MP4 files after updating to Premiere Pro C...
I have even downgraded to 2017, as that was the version the file was originally edited in. No luck.
The file structure has not changed, media has not changed, nothing is different.

The version of 2017 on offer no longer has Dolby decoder. Adobe Creative Cloud apps use native OS support for Dolby
You either need to get your OS to a state where it will do the Dolby decoding (win10 or osx 10.11) or roll back to a previous version with Dolby decoding (this is not available from Adobe).
