I'm just learning Premiere Pro CC (Windows). I have Version 12.2.1 build 69. I have a clip on the timeline and am trying to create a closeup by zooming into a section of the clip. I tried: Project Panel>Effects>Video Transitions>Cross Zoom. When I click on "cross zoom" and try to drag it to the timeline, I get a circle with the line through it. What am I doing incorrectly?

Do you have "handles" on your clips? For many cross-effects, you need to have trimmed the 'in' point of the clip on the sequence back some from the beginning of the clip, and the same at the end ... having a second or more of "unused" clip on both ends. As that is the media then used in the cross-fade/whatever.
I'm not sure of that with this, but I do suspect that's the issue. Try setting in- and out-points a second back from the ends of the media, then apply the cross-zoom.

Cross Zoom is a transition and is meant to be applied between clips, not in the middle of a single clip.
You can cut and then trim both halves of the lip to create handles as suggested by R Neil Haugen, but I wouldn't do it that way.
I would keyframe the scale in Motion Properties of the Effect Controls Panel.

I've just tried to crop the image (resize it) by going to Project Panel>Effects>Video Effects>Transform>Crop. Same thing: when I try to drag the effect to the clip in the Timeline, I get the circle with the line through it.I hat to ask it, but is this a function of my trying out the free trial of Premiere Pro CC. Is the functionality of the program reduced in a trial period?

Yes, I'm following a tutorial now. I'm familiar with some NLE capabilities. It's learning the Premiere Pro interface to do what I know can be done that's challenging for the moment.
