Cannot open the workspace panel/bar in PP v22.3.1 (build 2)

I just returned from NAB where I spent a lot of time in the Adobe booth, talking to the experts. In the demos I discovered a quick access Workspace bar (just below the menu bar) showing Assembly, Editing, Color, Effects and Audio quick access tabs/buttons to those workspaces. There is nothing that I can do make that appear in my Premiere Pro. I have found numerous videos online showing how to create that panel, and the procedure goes like this: click Window on the menu bar, opening its drop-down menu. Then click on Workspaces at the bottom of that menu (not the Workspaces selection at the top, with its own fly-out menu). In the videos the Workspaces selection at the bottom is separated from the other selections by a faint line, between Tools and the bottom Workspaces. From there one of two things happens, either of which generates the quick access bar that I want. The problem is that there is no Workspaces selection at the bottom of my Windows menu. Why do I not have that second Workspaces selection in my Windows menu, and how can I get it so that I can create the quick access bar that I want?

The Workspace options are at the top of the Window menu ...

The new workspace controls are on the far right of the header bar. See the icon at the top of this?

Click that, and then the "Show workspace tabs" option.

 

Now drag the "pipe", the vertical line at the left of the workspace name, to the left to get more workspaces showing.

If you watch videos make sure they correspond with the version you are using.

Thanks for trying, Ann, but your answer doesn't address the 2-part question at the end of my post. First of all, there is no "New Header Bar" section in the link you provided, but there is a "Header Bar" section. However, that section refers to the Import, Edit, Export tabs at the left edge of the header bar. I've got those ... they appear by default. What I want is the Assembly, Editing, Color, Effects and Audio tabs that appeared in the middle of the Header Bar in the demos I saw at the NAB show. FYI, the video that I watched was at https://www.youtube.com/watch?v=y5omL1O61No and you can take a look at it. It's only 51 seconds long. That video was using version 2015.3, but those Header Bar items were also on the computers at the NAB show, and of course they were conducting demos using the latest version of Premiere Pro CC, the same version I am using. To reiterate, in my Window menu there is not Workspace selection at the bottom of the menu, so I am at a loss on how to create the additional tabs on the Header Bar. If you, or ANYone can help, I would very much appreciate it.
