Cannot set Preview File Format

I want to learn more about using previews in the export process to speed up my workflow. I have been reading about how previews work in relation to that. I want to set up a project that uses a different preview file format than the default. However, whenever I start a new project, the Preview File Format and Codec option in the Settings tab of the New Sequence dialog are disabled and can't be changed. They are set to I-Frame Only MPEG and MPEG I-Frame, respectively. 

 

How do I change these settings / Why are they locked?

Choose Editing Mode > Custom to access these controls. Scroll all the way to the top of the list. That's the secret handshake.
