I got a botched up project that I inherited from another editor and the issue is that there's actual proxies on the timeline. In the last project that was like this I was just able right click on the clip > click on reveal in project > then right click and > hit replace footage and search for it in explorer. But now "replace footage" is greyed out. The clips are merged clips but I'm sure this didnt make a difference in the last project.
Also I copied and pasted a lot of footage from the last project into this new one, not sure if that makes a difference.

You can't use Replace Footage with merged clips in Premiere Pro. Merged clips are treated as sequences, which limits some relinking functionality.
Workaround:

It would be helpful to us if we could see a screen shot of your timeline. Are any of the clips in a nest? If so you'd have to un nest it by double clicking on the nest.

Thank you! Turns out as you said they used merged clips and ran into problems so they masked out the proxies icon. Thats why I couldnt figure out what the hell is going on. The whole project is FUBAR.
