Click PP file will not open project

Updated from 2015 last week, but when I save anew 2017 PPProject and save it to a folder, and click on the file icon later it will not open.

Plus the PP icon is all white-not as it should be with colored logo. When I click on it I get a Windows message that it 'cannot find an application to open the file', but when I open PP first, then select ffrom recent projects it opens.

What's the deal? Anyone?

- Right click on the file

- open with

- Browse to Adobe premiere

- Check the box to always use the selected program to open this kind of file
