I have a video import (mp4), the beginning is a split screen and I would like to only use one half of the screen in the final version. For clarity, if it were a still image I would have PSd the image to cut out the part of the screen not wanted and imported to the source and timeline. Is this possible to do within Premier Pro CC 2017 11.0?

In the absence of the original you will have to import the split screen clip and use the Effect Controls : Motion effects to scale and re-centre the half you want.
Of course scaling up a raster image/video will result in visual quality degradation.

Drop an opacity mask on the part you want to keep (or use the crop effect).
