Consolidate or Transcode using Media Encoder?

1.) Is there a way to Consolidate a sequence using Media Encoder, so that I can keep working in Premiere?

2.) Is there a way to Transcode media that's already in the project (i.e. not during the Ingest phase?) Is there a way to do it using Media Encoder? A workaround would be to Transcode using Media Encoder then Relink all the clips, but I was wondering if there's a way that's built into Premiere...

Also, when I followed the instructions on this page:

Copy, consolidate, transcode, and archive your Adobe Premiere Pro project

Step 4: I couldn't find the "new project file that links to the selected media". Premiere transcoded the clips in the sequence with handles; but there's no "new project file" or sequence that links to the transcoded media. Without such, what's the point of consolidate/transcode?
