Controlling Mask shape at vertex

How does one widen or heighten a rectangle mask in one action? ....?

eg move the sides outward or inward...or the top/bottom up/down...without doing so on individual corners

The Shift near the vertex just scales the entire rectangle. 

Shift brings up the  flat or the diagonal arrow but the action using either  is the same  - scaling.

Drag over the two points you want to move to select them (the boxes fill in when selected):

Then once they are selected, click down on either one of the selected boxes and drag to position (hold down shift to restrict):
