crash every time i try to chose export destination

as the description says,  every time i try to click to change the name and destination of the media im exporting it opens the window but freezes

happens on a variety of premire pro projects old and new

also when i export my short film from media encoder its taking 8 hours, whereas it used to take 20 minutes in premiere.

no idea why
