OK...off the wall request.
I'm doing a musician's performance highlight reel. Its composed of 10 song-sections. However, at the beginning, I have an openning graphic with no sound. It displays for about 15 seconds though I can adjust that as needed.
What I'd like to do is create something similar to an Overture in play where short pieces of audio merge one after the other. before the curtain comes up
Is there anything out there that would allow me to take the audio pieces thatr I select and merge them together, adjusting the transition from one to the other even if it means an adjustment to the beginning/end of each piece so it sounds like one was played after another in a way that a theater Overture sounds. Pretty crazy?

Yes, you can use the Remix Tool in the Tools panel to retime each music track and then you can combine them into a single sequence.
For more details, check out Adobe’s official guide on the Remix Tool:
Remix audio in Premiere Pro
That said, compressing 10 different pieces into just 15 seconds will be quite difficult, especially if the tracks are in different keys.

I think it wouldn't be easy to make a medley that only lasts 15 seconds, what with the tempo and keychanges of the individulal tracks. i would choose the most well known track and cut that to 15 sec.

If the tempo of the different songs is similar, but not identical, it could help to time-stretch them to obtain an identical tempo. Once the tempo is identical, you can align the beats easily to create natural transitions. This tutorial shows how to do that with my (paid) extension BeatEdit for Premiere Pro:
