If you are running Windows (specifically, Windows 10), the CUDA driver is integrated into the main GeForce graphics driver. If you got warned that your graphics card or driver isn't compatible with CUDA 9.2, you must have never updated the driver since you first got the card (or last updated the driver over a year ago), or you are still relying on Microsoft's Windows Update service to update the driver (which has not been updated since before the October 2017 Creators Update 1709, which was version 388.13 at the time). You will need driver version 396 or higher to support CUDA 9.2 or higher, which is required to run Premiere in MPE CUDA GPU accelerated mode.
