Sorry, noob question here: I need to drag 3 arrows into my timeline. How do i combine them into one single layer? is that possible? thanks!

Drag the three arrows to the time line separately, stacking them one on top of another on three separate layers. Scale and position each arrow as needed. If you want to combine the three arrows into a single clip, select the three arrow clips on the timeline, and once they are all selected, right click on any one of the selected clips and from the drop down menu, choose "Nest". This will create a single clip that contains the three elements.

Once nested, if you need to adjust a single element of the nest, double click on it in the timeline and you will see the contents of the nest as individual elements.

You can also import them as layers when creating a Motion Graphic Template in Premiere.

It's a good way to work as the layer stack is comparable to how Photoshop works and it's easy to control and animate the various layers in one element.

I think Meg Dog is assuming you made the arrow pictures with transparent backgrounds... like maybe you made in PS with transparent background and saved as png file...  The png files would have the transparent background ( called an 'alpha' channel I think ) embedded in the picture.. so only your arrows show up and the rest allows what's below it ( levels below) are visible.
