Effect not getting added

I've attached a recording & have attched one image two times

Have applied the video effect however the it is just turning black & zooming in - is this having any issue?

Your playhead is over the first clip while scaling the second image up and Later on adding Extract which makes the image black and white.

What you are seeing is perfectly normal.

Might want to hit F1 and follow some tutorials on how to use Premiere which has a steep learning curve.
