Encoding Errors?

Hi I'm using Premiere Pro 11.1.1 (Because I have a major bug with anything higher and it's still not been patched...)

Basically when I render in Premiere pro, the render will finish and it'll be fine. However sometimes, lets say 1 in 10 videos. There are glitches within the footage that play throughout the video.

You can see in this screenshot from a recent clients video that there is a bug with the encoding

My specs are:

Intel Core i9 7900X 4.4Ghz
64GB DDR4 RAM
nVidia 1080ti
SSDs for everything

A 20 minute 60FPS 16Mbps bitrate will render in around 4 minutes.

As you can imagine this isn't good for my business. I know I should be watching it after I've edited and rendered (So should the client really?)  but I edit 7 Youtube videos a day for clients, and that would mean I'd be spending 3 hours a day just watching what I just edited and watched. If anyone has any insight, that would be great thank you!
