Hey!
I solved it on my own of course, I found out the reason for this happening was simply because I have the Panel/Plugin Motion Bro: Docked, and I noticed upon each start up with it docked, I receive the error pictured above.
at first I of course attempted to reinstall programs/apps (creative cloud,premiere) the common solves, and it had fixed the problem momentarily I had noticed no error pop up, and so I began installing my plugins, 1 by 1, which of course is how I solved that it was indeed the Motion Bro plugin, causing some sort of error.
i also noticed the error/problem, has no effect on workflow/timeline/anything yet, other than just being an annoying start up/pop up.

in short, remove this plugin from your panels and start your program, it will have no issue and no error pop up.

Cool, thanks! I was having same issue as well. Closed the Motion Bro panel, saved my workspace... reopened a project, and voila... no more error!
