Export preview quality higher than exported file, text blurry

Hi everyone - Need help ASAP on this hopefully simple issue. When I export in Premiere Pro 2021, the export preview is much higher quality (which I need, text not blurry) than both the final exported file and the playback preview when working within Premiere. The original video file is a Zoom recording, the text box is overlaid rather than part of the original clip. Visual examples of the issue below. I need the text to be as clear as possible. I have tried the text as both a motion graphic and an imported image, the issue persists. I don't notice any change in the quality of the video, just the text quality.

 

I've tried H.264 exporting as High Quality 1080pHD, High Quality 2160p4k, Youtube 1080p, Youtube 4k, and Twitter HD - the issue continues. My export settings are as follows: square pixels, render at maximum depth, profile high 4.2 or 5.2, VBR 2 pass with target bitrate 15/max bitrate 30 for HD and target bitrate 50/max bitrate 100 for 4k, and use maximum render quality.

 

If relevant, I also have the preview within the Premiere workspace set to High Quality Playback and Playback Resolution at Full - still plays back blurry (though the main issue is the export quality, same blurriness).

 

I don't know what I'm doing wrong, any help would be so appreciated!! Need the text to be clear in the final exported file, and ideally in the workspace preview as well though that's less pressing. Thank you!!

Turn off max render, max depth and hardware encoder.

Bump the bitrate and try cbr.

Dont use preview files.

Thank you for the response! Unfortunately that didn't work. My Premiere Pro export settings, updated with your suggestions, are below if you have any other suggestions!

 

H.264 High Quality 1080p HD: Software Encoding, High Profile, Level 4.2, CBR w/ Target Bitrate 15, Max Render Depth and Max Render Quality turned off

 

H.264 High Quality 2160p 4K: Software Encoding, High Profile, Level 5.2, CBR w/ Target Bitrate 68, Max Render Depth and Max Render Quality turned off
