export tab not working

I've noticed a problem with exporting files for some time now

right after clicking on the export tab nothing happens, the tab is highlighted as if it was selected, but the edit tab continues to display

successively clicking on the tabs home, import, edit, export does not change anything, the program stops on the edit tab and I can continue editing.

Ctrl + M and File>Export>Media don't work then either

restarting premiere pro sometimes helps but sometimes it does nothing and I have to restart my computer

this is frustrating, sometimes it takes me longer to export premiere pro than to make a video

Premiere Pro version 2.3 but has observed this issue since the new export mechanism
windows 10 and 11
AMD Ryzen 7 5800X 8-Core Processor, 64.0 GB RAM, RTX 3060

I diagnosed the problem, the cause was the plugin "watchtower" for automatic import of resources, if the project had a lot of resources then the plugin in automay mode looped unable to complete the task 

Solution 
in the plug-in "Watchtower" disable the automatic search for resources and instead use import on demand 
import on demand after pressing the button lasts 2 seconds so this automatic search is unnecessary 

by the way it would be useful to have such functionality for automatic import from folders in core adobe

I am having the same problem. I have unistalled premiere and reinstalled. Problem continues...
