I want to export a project from Pre Pro 22.5 using a plug-in encoder like Voukoder or Staxrip to achieve better quality H.264 than is normal with Pre Pro. How do I do it?

You can't use a separate app as an encoder with PrPro. I do know a number of editors that export a Master Final in say ProRes or DNx, then go to ffmpeg, ShutterEncoder or Handbrake where they have their own presets for t-coding the master to the H.264 deliverable.

Premiere uses Mainconcept.
I tried Voukoder but could not get it to work. Dont know the other one..
I have been frameseving to TMPG Encoder for years.

Oh, that's right ... and there's another plugin for encoding I've seen now that my brain's engaged!

Autokroma has their "AfterCodecs" which allows quite a range of things for exporting from within Premiere, including individual files from a sequence.
And through aescripts.com, there's some things including "Clips Exporter" ... so do check there also.

I managed to get Handbrake going on it's own, not as a plug-in for PrPro. It works fine. What are people's opinions of Handbrake? Is it as good as any other app for converting ProRes 4.2.2HQ 8-bit to H.265? The second question is, in Handbrake in the drop-down menu for Filters, it has Interlace Detection set to Default and Decomb also on Default. The footage I'm converting is HD 25p interlaced, so are these filters correct, or should they be set to Off?

It was filmed in HD25 interlaced, and converted in PrPRo to ProRes 422HQ

Handbrake is not a plugin but a standalone program.
If you want to convert Prores to H.265 I would use Shutter Encoder instead.

I have downloaded Shutter Encoder and am testing it. Do you recommend Shutter Encoder because the quality is better than Handbrake, or because it has more useful features?

From everything I've seen, ShutterEncoder and Handbrake do essentially the same things, but Handbrake's UI is rather ancient and takes some messing about with it to figure out what things do.
ShutterEncoder has a newer more "obvious" UI.
Those two and ffmpeg are all very similar in the final results. It's the UI that is different.

Thanks. I've done lot's of tests and the results of Shutter Encoder look exactly the same from 50000 bitrate to 500, but in Handbrake it looks good all the way up to quality 36, but above that it deteriorates badly.The only thing I don't understand in Handbrake is De-interlace and Decomb. Presumably they are never used for progressive? but should they be used for interlaced?

De-interlace is for taking interlaced media and making a progressive out of it.
De-comb ... I've never understood that one personally.

Deinterlace removes comb artifacts from the picture. Yadif is a popular and fast deinterlacer. Decomb switches between multiple interpolation algorithms for speed and quality.
