I am wondering what a video needs, to be displayed and played with no waiting time on the web.

It's a balance between the bitrate (lower gives faster playback), quality (lower bitrate means blocky quality) and your hosting setup (internal or external, do you have pre-loaders in your scripts active?).
Although for the last part you would have to ask the question in another forum, I personally find the example you've given quite blocky (i.e. low quality). Of course it also depends on the viewing device: a smaller device will give the impression of sharpness, whilst it may look terrible on a 4K screen.

With Preloaders in your script, you may think of the site showing an image first while the video is being preloaded in the background and starts playing as soon as enough material has been buffered for the active stream and available bitrate. Also, depending on the available bitrate, the site may choose to show the most appropriate version, much like Netflix switches between streams depending on the bitrate available.
Another way to achieve this, is to have a small videoclip rotating with a longer clip being cached in the background.
