Footage will not slow down when interpreting to project frame rate

I'm going to round my numbers here. 60 = 59.94 and 24 = 23.976.

I have a 24fps project that I want to bring unconverted 60fps clips into to playback at 40% speed. When I interpret the 60 footage to 24 it seems to just drop the frames and does not play it slow. Slowing down the more primitive way (Speed/Duration) just makes it a choppy clip. I'm using version 22.1.2. Anyone have this issue?

Actually, the Speed/Duration option is the official way (per Adobe) for slowing down footage. The "interpret" option was meant for another use and has been co-opted for creating slomo. But the two methods should yield the same results.

For speed/duration, try setting the intterpolation method to Optical Flow and see if that smoothes out the footage. Note that if the 60 fps was not shot with the proper shutter speed then you will see choppiness when it's slowed down.

Depending on the goal, usual steps are:

- for slow-mo you apply "speed 40%" to the clip right in the project panel (before placing it on the timeline!)

- for normal playback you place the clip on the timeline first, and then [if needed] change time interpolation method (using context menu for clip on the timeline).

It seems like you tried to change "speed" after putting the clip on the timeline. That could explain dropped frames..

Changing the speed after you place a clip in the timeline is a completely valid workflow. That's the reason for the speed/duration option in the first place.
