Frequent, major playback lag

When I'm editing in Premiere, I frequently have issues where during playback the player and playhead will randomly freeze for a few seconds up to even a few minutes. Audio will usually continue playing, showing that the playback hasn't actually stopped, and sometimes when it unfreezes I will be up to a few minutes further ahead in my timeline than before. This usually happens when I'm playing the video in 2x speed, but also happens when playing at a normal speed. 2x speed is essential for my workload as I edit a lot of supercut style videos with up to 40 hours of footage, so I can't simply cut that from my process, either. Premiere also won't respond to my inputs for up to a few minutes after tabbing in/out of the software which is pretty infuriating.

 

I don't have any third-party anything on my Premiere, and these are my specs:
AMD Ryzen 5 3600 6-Core Processor

AMD Radeon RX 5600 XT

32GB RAM

(Unsure if I need to include more because, admittedly, I don't know much about PC stuff, but if anything is requested I'll try to find it. I'm also looking to upgrade my computer as it's pretty old by now so if there are any suggestions on that kind of thing please let me know!)

Do you have any third party plugins or panels installed?

Can you check your audio hardware settings and make sure Default Input is set to "No Input"
