Get rid of numerous small freeze frame (because of a bad 24->25fps conversion)

Morning everyone,

I'm working on doing a new version of documentary with footages that are five years old.

The crew five years ago have filmed with two camera, one on 25fps and the other one surely on 24fps. Then they must have realised their mistake, converted all the 24fps footage into 25fps, but now all those converted footage have freeze frames.

From the 1rst to the 24th frame everything is ok, but then the 25th frame would be the same as the 24th one, it is a copy/freeze frame. After the videos keeps with the same pattern, every second the 25th frame is freezed.

Here is an example, see how 00.00.16.04 (second image) and 00.00.16.05 (third image) are the same (you can look at the shirt of the guy outside the window to see it)

This pattern keeps repeating itself on some specific footage that all start with AA...... , not on others.

I do not have access to the original footage, only the converted one.
I converted back the footage from 25 to 24 fps, but the freeze frame still pops up (or maybe I'm doing it wrong?).
I tried cutting out the freeze frames, then expend/slow down the frames before in order to fill in the gap, but other freeze frames start appearing elsewhere.

I fear there is just no solution about this, but I'm wondering if someone would have another suggestion.

Most Youtube tutorials and forum posts are all about making the freeze frames, not deleting them.

If you have any suggestions I would gladly try them.
