getSettings() Question: Returns 998 For videoDisplayFormat

Any idea why getSettings() for a sequence would return 998 for the videoDisplayFormat?  I have a few users returning this value instead of something from the documentation and I can't figure out way.  No unusual project settings or sequence settings for these users.

Interesting, I'll try to get an answer from one of the users.  Is there any other way to determine the framerate of a sequence in this scenario?
