getSettings() Question: Returns 998 For videoDisplayFormat

Any idea why getSettings() for a sequence would return 998 for the videoDisplayFormat?  I have a few users returning this value instead of something from the documentation and I can't figure out way.  No unusual project settings or sequence settings for these users.
