Glitching Video on Import

I have Adobe Premiere Pro v14.1.0.  When I import an MP4 video that looks perfect out of Adobe into Preimiere, the video has glitches while playing inside of the application. I also tried it in After Effects with the same issue.

I have so far:

• updated video drivers
• Cleared cache
• tried to covert the video to different formats
• changed settings to software rednering

Sorry! Let us know about your system, its crucial components in particular: CPU, GPU, and amount of RAM. Please also tell us the kind of media you are using and which camera you were using to shoot the material.

It was a recorded Skype video call in a software called Evaer.  

Here are the video settings in that app:
