Hand Tool (H) isn't functioning in the Program Monitor panel in Premiere Pro v 24.5

When toggling (H) for the Hand Tool, it doesn't seem to work when panning horizontally or vertically on the footage in the Program Monitor.

It works perfectly fine on the Source Monitor and the Reference Monitor, but not the Program Monitor.

I'm also using a Magic Mouse so I can't use the middle mouse button as an alternative.

I am working on Premiere Pro v 24.5

@Alex36996663u3vg can you try the following?
- Close the Program Monitor Panel
- Select the Selection Tool
- Double+click on a clip in the Timeline to re-open the Program Monitor
- Now switch to the Hand Tool and hopefully it works
Sorry for the disruption to your workflow.
