Is there a way to hardcode an .ass subtitle file to a video file within Premiere?

What do you mean by hard code? Burned in? Or placed as text/graphics titles rather than using the PR captions tool?

To add a bit: .ass subtitle files are not supported by PR and do not import. A conversion using Subtitle Edit worked okay for import, but I don't know what formatting may or may not be supported.

You have to convert to a format which is supported by PPro: SRT, SCC, EBU-STL or TTML (with xml extension). All of these fall into the PPro category "Caption". This means the converted file has all advantages and disadvantages of these types. To describe all of them would take to long - you may search the internet or describe more detailed which result you need (including format, framerate etc).
