First, is this only with this sequence? If so, then the sequence is the issue.

Are the 'fails' always at the same time-code of the sequence? If so, that indicates there's some corruption or something at that point, and you would need to rebuild it.

and smart rendering is a great workflow to workaround or pinpoint the issue in the timeline

Wait, is this from a screen recording?  If so, the issue may be caused by clip(s) with variable frame rates which can cause inconsistent and unpredictable problems.  Here's how to confirm the diagnosis and fix it

use mediainfo to determine whether your source is variable or constant frame rate
https://mediaarea.net/en/MediaInfo/Download
if it's variable use handbrake to convert to constant frame rate setting the quality slider in the video panel to maximum
https://handbrake.fr
and here's a tutorial on how to use handbrake

Where did the clip come from?  Did you check the clip in Media Info?  What are the source properties and sequence settings:  Pixel Dimensions, codec and frame rate?    and did you try smart rendering?

is there a reason you're not answering the questions?   I'm just trying to help figure out what's going on, and it's never easy to do this from a distance...   if your source material is 4k, the problem may be because you've only got 8 gigs of RAM.  The Adobe Premiere specs require a minimum of 16 gis for 4k

https://helpx.adobe.com/nl/premiere-pro/system-requirements.html

ah, just reviewed the thread and you say you have 2 graphics cards.  There have been problems reported with 2 graphics cards although I haven't seen any posts with this issue recently, so you might try disabling each of the cards.  Do some googling to figure out how to do it or perhaps someone else here can answer the question
