Have mouse scroll single frames in Program window

The mouse wheel is scrolling multiple frames in the Program window. Sometimes 2, sometimes 3. I'm working on a Surface Book 2, Win10 Pro with a Microsoft Bluetooth mouse. The nouse doesn't appear to have a model # on it. 

 

On my desktop, the wheel will scroll 1 frame at a time. That's the desired result. I have the mouse settings in the Control Panel set to 1 line vertically and 1 character horizontally. 

 

I know there's no control in Preferences for this. Is there something else in the Mouse properties that can be adjusted? Or is it a mouse-model dependent thing?

No clue about using a mouse to do this ... one-frame increments I always go by tapping the left/right arrow keys.

Check the Windows Control Panel / Mouse. There's a wheel section, try putting it to 1 and see if that does anything.

It's not a mouse problem. When I use the step frame arrows in the Program panel, the video moves forward in exactly the same manner as if I were using the mouse, 2 or 3 frames. 

 

I'm going to start a new discussion with a different title to address the proper problem.

Dont open a new thread about the same /question/problem, it will be locked.

I am guessing its a mouse problem; make sure the latest driver is installed.

My mouse a logitec mx master scrolls 1 frame at a time.

 

Have seen this behaviour in older versions of Premiere.

Have not seen this in 2019 and 2020.
