So, I'm not 100% sure what update changed this, but for close to 16 years of using Premiere, double clicking on a video/audio layer would expand that layer and show you the add keyframe button and advance/go back to next keyframe buttons.
Now, when you double click a layer, none of that shows. In just messing around today, I found that holding Ctrl while you double click will replicate that same affect that used to happen, but is there some way to just default the layer to show you the keyframe buttons WITHOUT having to hold Ctrl?

Are you double-clicking on the header?

So, let's say that the track is minimized where the text "video 1" can't be seen. If I double click within the area where that text would live, that track now expands to where that text can be seen. Nothing new tool wise pops up (track output and sync lock are there when minimized and expanded). From minimized or expanded, to get my keyframe tools to pop up, i have to either drag my individual audio/video channels by hand to reveal the keyframe tools or hold Ctrl + Double Click the layer I want to have those tools revealed on in order to see them in that way.

Unfortunately, there is no such way in Premiere Pro to set the default-show keyframe button when expanding layers.
Here's what you can do:
This has been a common user request, so hopefully Adobe will add a preference for this in future updates. In the meantime, stick with modifier-clicks or manual methods, and consider sharing your feedback on Adobe’s user forums.

Such a weird thing. For 16 years if you double clicked the layer it'd show keyframes. No idea why they thought to change that.

I didn't even know about this feature so that blew my mind a little..
But anyway, double-clicking with or without ctrl expands the layers for me so maybe they patched it already, or it's a bug on your system?
