How can I make my subtitles show up on YouTube?

I created open captions for my video, but when I exported I made sure to select "Burn captions into video."  The captions appear on my .mp4 exported file.  But when I uploaded it to YouTube, the captions disappeared.  If I select the CC option in YouTube, it uses the auto-generated captions which are wholly inaccurate for the Vietnamese speaker.  Where the heck did my BURNED-IN captions go when I uploaded to YouTube?

I don't know why, but that worked.  Hopefully for my next video (I'm working on a short series) I won't have this problem.

I dont use Premieres upload feature, I alway's upload manually.

I uploaded manually through my browser as well, so I really don't understand why the burned-in subtitles disappeared and then magically reappeared.  Very confusing.
