Today, you would write a CEP panel, and use PPro's ExtendScript API to perform insert/overwrite edits, at the correct times. 

And then also labelling the cuts Orange.

You would change the label color of the projectItem first, and then perform the insert. [Bonus points for returning the projectItem to its original label color afterward.]
