How do I get this text effect?

Hello all.

I was wondering how to get the text effect used in the video attached below. 

The effect looks like grainy sand coming off of the outline of the text. I was able to get the effect before but forgot how I did it (lol.)

Any help is greatly appreciated, Thank you.

This effect looks like a Dither Dissolve. Are you on Mac or PC? Let us know.

I am using a PC. I'll check to see if I can find the dither dissolve effect.
