I had premiere pro on my computer previously, worked fine with no problems. Recently my computer was wiped, and none of my apps were still there. Illustrator installed fine, but premiere says I'm not compatible. I am fine with the older version, so is it possible to install the older version? All tutorials require me to already have the current version, because I need the "other versions" option.

You can still install 24.o not older than that.
In the Creative Cloud Desktop app, be sure to turn on Older Versions
in the Preferences/App tab
Then you'll click the ellipsis on the Premiere Pro option from the Apps page

It's still saying the same thing. The "more options" isn't appearing, even though I turned on that setting.

I am sorry to tell you this, but your Pentium Silver-branded CPU is of an older generation which is based on an architecture which has absolutely no AVX2 instruction support whatsoever. Those CPUs remained in production well into 2021.
What's more, the very last version of Premiere Pro that was compatible with a non-AVX2 CPU was version 23.x, which is now no longer available although version 23.6.8 remained available until the release of version 25.2, when it was finally dropped.
In this case, then, the only solution is an entire new PC.

Well, it sounds like you need a hardwawre update. I found mixed messaging on that processor, as it reference newer and older versions.

At the top of the page look for this:
Click the word "Here" to go back a version, and again, and again. It looks like you can use 23.x (as both 24.x and beyond need avx2).
Contact Adobe https://www.adobe.com/about-adobe/contact.html
Be logged into your user account and see if you can get a direct download for 23.x, I think there is a possibilty they will help you with that.
