How do you drag around a video in premiere?

How do you drag around a video with the white hand in premeire Pro like you can in AE, PS, and AI? 

If the aswer is that you cannot, please just go inhale a vapor cloud of pure covid-19, then feel free to reply asking about my computer hardware.

That is not a feature of Premiere Pro.

Are you talking about in your Program Monitor? You zoom in to your desired % scale. Then you can activate the Hand Tood (H) and move around just like those other apps.

Thanks for the answer. What I'm looking for is a key that I can press that temporarily activates the hand tool when the key is pressed and goes back to whatever tool was being used when the key is not pressed. Let's imagine how the spacebar works for the hand tool in After Effects, Photoshop and Illustrator.

The "hand" tool is also brought up by the keyboard shortcut H when the cursor is over the Program monitor ... so you could key-short into the tool hitting H, then out taping V again.
