I have imported the file.
Within the source panel, the video is jittery. I am a beginner.
I have tried rendering the file within premier but the video is still jittery.
Does anyone know how to fix this?

Many users are having issues with VFR. If the file is variable frame rate, use Hand brake to convert to constant frame rate:

I used handbrake and I did not change any of the settings within it. After it finished, I imported that file and that file worked.
What exactly did it change on the file?

Delete the Media Cache and Media Cache files:

If that doesn't work,try resetting the preferences:

If that doesn't work, try resetting the Workspaces:
Reset a workspace
Reset the current workspace to return to its original, saved layout of panels.
1. Do one of the following:
• Click the Workspace menu icon and select Reset to Saved Layout.
• Choose Window > Workspace > Reset to Saved Layout.

If that doesn't work, try Preferences > Audio Hardware and set Input to None.
If that doesn't work, try creating a new project and import the old one into it.

You changed the frame rate from a variable rate one that Premiere Pro couldn't deal with to a constant frame rate which it expects. Many mobile devices and screen capture utilities produce variable frame rates, unfortunately.
