How do you re-sync transcript Transcript word hi-lights to audio?

I have an edit were listening to the audio and following along the transcript starts in perfect sync and later becomes offset by 300ms making it hard to "proof read" the captions as you're listening along. 

 

What's the best way to re-set/re-link/re-sync the transcript to the audio?

Curious; the sequence and video clip are different framerates.

 

If you create captions, are they off by the same amount?

 

I do not understand how the transcript tracks word by word.

The Zoom-screen-sharing-recorded-video is at 25fps, and the Premiere sequence is at 30 fps. Yes, I'm trying to figure out what (timecode) the transcript window uses to highlight the "spoken" word while listening to the program window content.
