Once/Accidentally I happened to drag adjust my Toolbox Panel into Workspaces panel of Premiere Pro in such a way that they both show across the horizontal bar (in the top area of the application). All tools and workspaces names show without clicking any arrow or drop down arrow. Yet both panels occupy single horizontal strip only.
After this happened (as shown in the accompanying SS), I couldn't recreate this. So, if I wanted to readjust this I only have to reset my workspace to saved layout. There is no way I can readjust these two in the same (shown) way.
Can anybody pls tell how to combine any 2 panels in this way?

As far as I know you cannot 'expand' the tools menu to include all tools as separate buttons since a version of Premiere Pro sometime in 2017. Tool 'wells' as they're called (like in Photoshop etc.) are now the way things are in Premiere Pro too.
I'd love to be wrong about this?

But my question wasn't about expanding toolbox so that all tools buttons show (they already do in many default workspaces in Premier CC2017).
I was asking about how can I club toolbox and workspaces panels into one (as shown in my SS).

The only version of 2017 I still have installed is 2017.1.2 and I can drag the tools menu and place it anywhere in the interface except as part of the workspaces panel/strip. This version also only seems to have the reduced tool panel with 'wells'. Perhaps the functionality to place the tools next to workspaces was removed by Adobe when they reduced the tools layout?
Sorry can't help more.
