After Effect is easy to do. Just drop the effect on the text.
In Premiere you can use the crop effect and reveal a letter one by one.

Actually, it depends on the font you're using.
The challenge with doing a type-on effect in PR is that your font must allow for a vertical line to separate the characters. With the Typewriter Animation Preset in AE, that's not an issue.
