How to have different layers for different types of graphics: title and lines

Hello to everyone!

Cannot find a solution myself.

I need to draw two lines with a PEN TOOL to appear at the very beginning of the Sequence.

I need a title to appear later.

However, all these graphic elements appear on the same layer with no possibility to modify the timing.

I'm sure I did something wrong, but I cannot figure out what in particular.

Will be very grateful for any ideas!

You should be able to select each specific item in the Properties panel and time it as you wish... is that not working?

When I add a line - a graphic layer appears. When I add the second line - it appears on the same layer. When I put a play head on a position, when I want a title to appear, and type ot with a TEXT TOOL - this text box which also appears on the same layer at the beginning of the sequence (
