How to make a selected video frame as a thumbnail picture of video clip

Above is a screenshot of a imported video clip which is saved in Window explorer. This video clip is imported from YouTube. I do not like thumbnail picture of this video clip because it does not give any clue of what is in the video. Following is a frame picture of this video clip which comes after 0.06 sec. I wish to know whether this frame can be made as a thumnail picture of this video clip.
