How to make a video like this using only premiere?

Is it possible to create a video like this using only premiere (without using after effects) if yes, how to do it ? or what line /neon bundles should be used for ? any youtube tutorials? that might help ?

Yes, but it would be better to do it in After Effects.

If you already have assets (or don't mind looking for some) then this could be pulled off in Premiere. If you're going to be creating lower thirds, text animators and other effects from scratch, you'd be better off using After Effects. As far as the neon lines in these videos go, Video Copilot has a free effect called Saber (After Effects) that would work well for this. Or just a glow on a path if you want to keep it simple. Animate the path to the body movements and use a trim paths animator to make it look like it's being drawn on.

If you need help in After Effects, find tutorials on how to draw/animate paths and how to use the trim paths animator. And there's a million different options as far as animating text goes.

What assets would you recommend ? i have experience with premiere but none with after effects, this would increase dramaticly also the time of editing the videos , looking for a easier solution to atain the same results as that video examples? any tips ?
