Hi, when im editing in any of the panels, when im in the timeline it seems as if the zoom in bar at the bottom moves really really fast, like when im trying to pinpoint something in my timelines , it seems to move really fast when im zoom in to go from left to right, how do i slow it down? or i think its called the "Zoom Slider"

Strange behavior. Sounds like a functionality behavior between the mouse and Premiere. Not sure how to fix that but a couple of other options would be to point the mouse at what you'd like to zoom to/from and hold down option or alt and roll the mouse wheel to zoom. You could also tap plus or minus on the keyboard to zoom to/from where the timeline indicator is.

Use the keyboard shortcuts instead.
(By the way, your thread title and actual question are entirely different. 'Sup with that?)

hey, sorry i was trying to do this on my phone, now that im at a computer, i can type a little more comprehensive
the overall issue is that, say if a clip is on video time line 20, and im trying to scroll to it, what keeps happening, when i use the side bar in the timeline to scroll up, it moves too fast like it skips it and goes to line 40 (when its that many video clips)
and then i try to dial in and have to move the mouse slower, which then scrolls down to line 2 or something. it moves lighting fast

Ah, vertical scrolling. That I have no experience with. My sequences never get that complex.
