How to remove/reduce rapid flashing lights (strobe)?

Hi folks, new editor here!

I have a 40 minute footage that shows rapid flashing lights (electric sparks) for about 19 seconds. How do I make the video safer for viewing? Thanks in advance!

The page worked now, suddenly. I'm downloading the trial version and will update here what happens.

EDIT:

RE:Vision DEflicker plugin did help, but I don't think it did enough. Probably because this isn't its intended purpose. I'll keep trying stuff and if I find something other than cutting down the scene or doing some heavy cropping I'll let you all know as well....

...but ideas are still welcome

BrandedChannels Seems promising, thanks! But I can't access the BUY page, when I click BUY and then PREMIERE PRO it just sends me back, even though the URL change. Happened with Chrome and Edge, any help?

I once had footage to edit that was from an African Safari 'camp headquarters' where they had their own generator to power their buildings with light, etc. At 30fps the camera picked up the 'strobing' of house lights due to the frequency of the generator ( less than 60 or 50 cycles per second AC current ). There was no way to fix that stuff.  Sometimes you'll see, on sports programs, a high speed camera REPLAY (in slow motion) and you see the giant signs and lighting around the stadium strobing. You can't fix that stuff.
