How to reset keyboard shortcuts to default setting in windows?

I do not use iOS so I could not do it by pressing "Alt" and "command" keys at the same time.

To reset your system preferences, hold down the Alt (Windows) or Option (Mac) key while starting up Premiere.

However, to reset to Premiere's default keyboard layout, all you need to do is go to Edit > Keyboard Shortcuts (Windows) and for Preset, choose Adobe Premiere Pro Default.
