how to resize image without scaling?

How can I resize an image without it scaling perfectly? I want to squish an image horizontally but no matter what I do, it always scales to the original ratio.

In the Effect Controls panel, click on the ">" next to Scale to open the controls, then uncheck Uniform Scale

That will give you separate vertical and horizontal Scale controls.
