Hello,
I cannot activate hardare acceleration when exporting in Premiere 2020. If I do it as software, it sets my CPU to 100% and I get a blue screen, and my processor is an AMD ryzen 1800x (octacore). Graphic card is a GTX 1070, all NVIDIA drivers (studio version) updated. I can see CUDA acceleration option when I create a project and I select it, but it can export only as"software". I tried adobe 2019 and the same thing. The PC barely has 5 days that I formatted it. I have followed all the tutorials I have seen. I create a txt with cuda supported cards and add mine etc ... But I always see "software". That could be happening?

I am sorry to tell you this, but Premiere Pro does not officially support hardware-accelerated encoding on anything but an Intel CPU with its integrated graphics enabled at this present time. If you do not have an Intel CPU with integrated graphics, or if your CPU requires a discrete GPU just to work at all, then you are currently stuck with software-only encoding. (Put it this way, the Adobe hardware encoder currently supports only Intel QuickSync.)
A beta version of Premiere Pro (available to Creative Cloud subscribers via the "Beta Apps" section of the Creative Cloud desktop app) supports NVENC and VCE in addition to QuickSync. You may have to wait for a finalized version of that version before you'll get your wish.
