I can add an adjustment layer

I can't add an adjustment layer. It is greyed out under New, and adjustment layer, and I do not see it as add new item either! Ive tried moving around the space and it still doesn't show up! help, im new please

Make sure the project panel is selected if you want to use File > New > Adjustment layer.

You get your adjustment layer from the project panel, not the effects panel, which is your screenshot. Right-click in an empty spot in the project or use the 'new item' icon at the bottom of that panel.
