I can't import the video into a stream

I can't import the video into a sequence, the premiere doesn't let it, but if I create the sequence from the 
video, it works. How to solve this?

Most common user error is not source patching tracks.

when dragging, the video does not go to the timeline, only the audio. But if I create a sequence from the video it will work.

Hit the button that says V1 until it turns blue. That is called arming the video track.
