Have you tried using a local disk instead of Dropbox?

No, I've not. Since it does not happen all the time, it's hard to know if it's fixed. Is that a known dropbox problem? On a recent support call to Adobe, I asked them about using dropbox as they said "no problem" doing that. Years ago, I was told not to use dropbox.

go to this after enabling 'show hidden files' : C:\Users\pkellner \AppData\Roaming\Adobe\Common
delete the media cache and media cache files
give it a try

done. Is the deleting cache and media cache meant to be permanent? Any thoughts on what is happening?

these need to be deleted manually or cleaned from inside the software from time to time as
lot of them for long term might cause crashes and other 'impolite' behaviour

Here is the GUARANTEED SOLUTION TO THIS PROBLEM.
I was having the same problem and finally found the solution which will solve your problem 100%.
Here's what you do-
After you export the file to Adobe Encoder:
1. Click "Edit" on the top left side.
2. Scroll down and click "Preferences"
3. A box will open up. Click on "Metadata"
4. "Uncheck" the box on top that says "Write XMP ID to Files on Import"
5. Select "None" in the "Export Options"
6. Click OK
And that's it.... Now begin your encoding.
